If you remove the bolts that hold the triggerguard, then the pins on the trigger and sear of a Mauser 98 barreled receiver, it looks like what Safety Harbor is selling, again I will plead ignorance on the product but this does not look like a regular smg upper from a parts kit.

Just because the barrel attaches to the upper does not make it a firearm.
